Americans for Fair Taxation is a 501c(4) non-profit, non-partisan organization, headquartered in Houston, Texas with an office in Washington, D.C. Since it was founded in 1995, Americans for Fair Taxation has grown to become the largest tax reform organization in the United States with over 400,000 supporters and members. Americans for Fair Taxation advocates the elimination of the current income tax code and proposes to replace it with the FairTax, a single-rate, federal consumption tax collected only once, at the final point of purchase for personal consumption.

If I'm a multimillionaire, can I make hundreds of thousands of dollars off my investments while sitting on my couch and, if I don't spend more than the poverty level, never pay dime of tax in my entire life? If I inherit my $40 million estate from my grandparents I can live in luxury too. Tax free.

I can fly to Europe and the South Pacific and live like a king, and never pay a dime in U.S. tax on all my investment earnings...earnings that are all driven by the U.S. economy. Seems to me this is a "the rich get richer" scheme.

As a citizen of a South Pacific nation (New Zealand) I'd like to tell him we have such a tax as described here. It's known as the Goods and Services Tax (G.S.T), in the U.K it's known as the Value Added Tax (V.A.T).

So your king or queen wouldn't be escaping taxation so easily - they'd have to have some other reason than taxation to move. Although I personally agree that the estate tax should not be abandoned nor confused with the need for the Fair Tax - it isn't related, but might be used as a bargaining chip in negotiations for the Fair Tax - but there is a logic in abandoninng all but one federal tax.

A few points about this kind of tax, learned from the New Zelaand of adopting it...

It must be at a single rate, with only a few total exceptions from the tax (i.e in NZ it is currently 12.5% with exceptions only on financial services).

The simplicity of a single rate is very valuable. Adopting differing rates (as they have in the U.K, on food, clothing, stationery etc) undermines most of the benefits of the tax. Attempts to enact the tax at different rates can only be attempts to undermine it's adoption.

Another attempt to undermine the taxes adoption will be claims that it is burdensome on businesses to administer. This is an absolute nonsense (although I gather no one in the U.S would make such an argument given the notorius nightmare of existing tax regulations). If the tax is at a single rate all a business needs to know is how much they spent and how much they took in a tax period to complete all their paperwork.

Any business that does not have that information at their fingertips should thank the government for requiring them to compile it.

It makes your tax returns a simple indication of the health of your cash flow.

Ideally they'd be no taxation, but unitl such an ideal is realised everyone ought use the best of the bad choices. Consumption tax is the best.

Kenny H's reaction is very typical of the reaction I get when I bring up the subject of a national sales tax. People imagine a way that some eccentric wealthy person might avoid a sales tax, and on the basis of that alone they chalk it up as useless, or even as a conspiracy.

But face it, wealthy Americans won't start living at poverty level to avoid a sales tax. That's like saying they won't go to an expensive restaurant because it's expensive. Ridiculous. They also aren't going to emigrate to Europe or the South Pacific, because they could do that now if they wanted to and they don't. Like the rest of us, the rich have families, friends and favorite places in America, and if the cost of maintaining their lifestyle here goes up, so what? It's always going up for a variety of other reasons, and they just pay it, because they live where they want and they buy what they want to buy.

Lame, unrealistic arguments like Kenny's ignore a long list of clear benefits that the general public would get from a national sales tax, even if every multimillionaire managed to avoid the sales tax entirely (like they already manage to avoid taxes under our present system). The saving of several hundred billion dollars a year in compliance costs alone would make a sales tax worthwhile, and Van Dellen mentions 49 other reasons in his blog. It's an excellent list.

Okay, probably less than 50 arguments against, but I'll give it a go.

1.) It disproportionately taxes the poor.

Even with a prebate BIG, the fact of the matter is thus:

The argument that consumption is more constant than wages is flawed, consumer goods consumption is relatively constant, other types of consumption are not. That means that the tax is relatively indexed off of consumer goods, and will most aversely affect those who spend large portions of their income on consumer goods. That is to say, roughly most of the population except the rich.

Next, the likely macro-economic effect would be to immediately depress demand for consumer consumption, not a bad thing necissarily in my oppinion, but considering how much of our economy rests on it, it is actually a bad thing: Deflation of discretionary spending would wreck the economy.

Likewise, 12% (a ridiculously low percentage considering the size of our nation and its budget, even flat-tax advocates in congress have quietly agreed that it would be more likely on par of 30%) of your spending cash is nothing if you make millions of dollars, to your survival, however if you live at or below the poverty line, it is.

Next, the exemption for stock purposes is specious, you purchase stock. You are spending. If I buy an tools (a consumer good) and use them to produce a widget that in effect increases my capitol, it is the same as if I had bought stock and used it to increase my capitol. I am buying and selling, since this is a "fair" tax, it would only be in the spirit of fairness to tax stock purchases.

So, in that spirit, given that its taxed only at the point of purchase, and not after what could we expect? Well, arguably it might decrease speculative buying and selling practices, but the most obvious immediate effect would be to crash the stock market. Why? Lots of sellers trying to get out now, and not very many buyers wanting to deal with the prospect of having to sell after the tax goes into effect. (This is assuming of course, the more realistic 30% tax)

But even after that point, what would be the effect? Deeply depreciated stock values, as fewer buyers will be willing to pay higher prices for stock with the tax added on, even when the stock has risen considerably, because of fears of the stock "peaking" and being unable to sell the stock at a profit when the tax is taken into consideration.
Likewise, a severe drop in speculation could in fact also lead to a severe drop in venture capital, leading to less innovation and fewer new startups.

Which brings us to our next thing, which is a corallary to a VAT. When a stock broker places your bid, are they not in fact providing a service? Are you not in fact purchasing a service? Say hello to a tax on that service.

Or rent for that matter.

And into property tax, lets assume its abolished, what would the immediate effects be? A land grab.

You see, land is different from other sorts of commodities precisely because you generally can't make more land, as such, taxes are assessed to prevent well, essentially feudalism. Because, immediately after a mass nation wide cessation of property taxes (presumably both state and federal) one would find rather large monied interests gobbling it up, which would drive prices much higher. Where precisely is there any specific interest to re-sell, when you can in fact rent it out, and have the renters foot the tax bill?

Say hello to campaneros USA.

Likewise, the estate tax. Contrary to popular myth, few if any farms have ever been lost due to estate taxes, in fact I'd like to see an example of even one. You see, because since the great depression there has allready been in place an exemption from estate taxes for family farms (Although, not industrial farms). Likewise, there were allready in existance exemptions a plenty that would more or less feasibly exempt the average american from ever paying a penny in inheretance taxes, provided they were not very very rich. In the last congressional rounds reguarding estate taxes, members of congress introduced a motion that instead of doing away with inheritance taxes to instead exempt the first 10 million, then 20 million, then 40 million, then 100 million. All were soundly rejected by republicans. It seems in evidence who the true beneficiaries of the abolishment were.

The whole point of estate taxes is to prevent a permanent landed oliarchy.


And back to the very rich for a moment, the rich often get better buys for their money than the average person, quite simply because of their large spending power. Which means, even on average, they would be spending less.

Hypothetical example 1: You're a no-name guy from out of town that comes to a resturant and spends say, $200. Walking in next to you is A Famous Celebrity, (or, Well known Rich Person) they also pay in total $200. Which do you think, on average in this hypothetical situation got more for their money?

Likewise to sitation #2: You go to buy a widget, you pay full price. You can generally speaking, not afford additional purchases of this widget within the same time span. Rich Person A walks in, and orders 100 of the same widget, he quite obviously gets a discounted price. Which means he is in effect, paying less taxes, even though he spent more.


But back again to stocks, lets assume that they are left untaxed (a likely outcome, considering the people who predominantly own them, and what politicians they buy), what is the likely outcome of totally tax free stocks? First, a higher upward concentration of stock ownership amongst the allready significantly financially endowed individuals, but secondly: the vast deterioration of municipal funds. You see, municipal funds are gained largely in part due to the fact that municipal bonds are tax free, not having any special incentive to invest in them otherwise, they will dry up.

But lets for a moment consider that the public buys into this heavily too, deciding not only to cut consumer spending (due to a high VAT or NST), but also to heavily increase investing income. Suddenly alot of investments start to sour as savings waaaayyy outpace spending, and a recession or depression ensues, followed by mass layoffs and other such niceties.

And also, depending on how you structure the pre-bate, it could in fact require that people take out loans to pay back at the end of the year. If it is "means tested" at all. If it's a true BIG, and given to everyone reguardless of income, then it would concievably not.

But likewise, with a VAT, you would infact have a rather large bueaucratic organization running it. Even with a simple NST, you would, simply due to organizing compliance and determining who is and who isn't a business or charitable organization.

Speaking of charitible organizations, the most ludicrous bit of this is in reguards to tax-free lobbying and religion. Do you know what it takes to organize a tax free church? Three people who meet at least once a month, provide minutes, and spend $500 to apply for a liscense. But beyond that, you're a lobbyist or corporation or what have you, and you want X candidate endorsed, so you funnel large sums of tax-free "donations" to Y church and/or tax-free "charity" to publically endorse X candidate, or defame Z candidate.

That's precisely why (amongst separation of church and state fears) that tax-free religious charities were barred from lobbying in the first place.

#21 really baffles me, as I see no particular evidence for this. Even someone making 3 times the poverty line is unlikely to be able to afford the costs associated with heart transplants or the like. Amongst those allready, who have filed for bankruptcy due to medical expenses the majority were in fact middle class.

And while I agree that payroll taxes are increadibly regressive, increasing the average amount that the poor and middle class will pay in taxes, both in total, and towards the items they need the most, is certainly more so. The whole idea of a progressive income tax is in fact based on the understanding that the rich can in fact burden a higher tax rate than the poor, this is understood as far back as Adam Smith.

Likewise, this will not at all eliminate, or even seriously reduce, black market spending and if the "pre-bate" is at all means tested its likely to increase it (as well as black-market employment).

And yes, this will in fact provide the wealthy with good incentive to spend their money in places with low or no sales tax, unless you're planning on:

A.) Taxing expenditures in other countries.

Or

B.) Taxing private imports back to this country.

Add another thousand pages to the tax code for either.

Also, 34 makes little sense either, it's actually likely to largely increase debt. As lending money (though it could be construed as a service and thus taxed) is not the same thing as "buying" or "selling" something. As such banks would operate tax free (and since banks are also majority corporate share holders allready, would likely increase their revenues heavily).

Plus, this remarkable piece of supply-side drivel seems to contend that the first incentive of any business, when it makes a shit-load of new money is to automatically hire and promote a bunch more people. Not necissarily, it could in fact be devoted to eliminating more people. And in fact, does not necissarily relate to increase in employment or wages at all. The 90's saw the largest productive increase since the start of the industrial revolution, and huge profit gains to boot, and pay remained relatively stagnated or depressed. In fact, from comparing 1975 to 2005 you would have likely made $5,000 more in real dollars for the same work in 1975 than now. Because income inequality has risen every year since 1965 despite an improving economy overall.

Profits are up, the middle class is shrinking. Gooooo.....trickledown.

Likewise, tax favors are not the biggest impetus for campaign financing. Usually its grants, securing contracts, federal resources, or support for economic prospects in America's foreign field of influence (i.e., use muscle to get us into X foreign market).

And again, with the final part...what precisely defines what is a "new" item? I could see really easy ways to get around that, but assuming that it isn't abused, and used items are not taxed you run into the same conundrum stated earlier: this decreases demand for new products, an aggregate decrease in demand means an aggregate fall in supply and thus an aggregate lost of investment and thus an aggregate loss of employment, business, etc.


That's the in brief explaination at least.
